The Korean people have a time-honored wise-saying, “A cork-chasing dog helplessly looks in the sky.” As the expression suggests, a dog tries to catch a cock, but it flies away when the dog comes here.

This traditional Korean proverb in this cartoon was obviously used in reference to a recent situation in Korea where minimum wages were raised by the government (without fully considering the possible impact on the actual situation or plight in the market. The pictures suggest that jobs are unable to catch up with the fast-rising wages deriving from the rising minimum wages rising due to the government decision to increase the minimum wages.
