President of Uzbekistan signed the decree "On the introduction of a qualitatively new system of training qualified personnel

On November 28, 2022, the President of Uzbekistan signed the decree "On the introduction of a qualitatively new system of training qualified personnel in the field of criminal investigation."
According to the decree, the Academy of Law Enforcement of the Republic of Uzbekistan will be established on the basis of the Academy of the General Prosecutor's Office. In the academy, a continuous training system aimed at training personnel in the field of crime investigation, ensuring their integral connection with practice, will be established.

According to the document, the Specialized Branch of the Tashkent State Law University will be terminated, and its staff units, educational and material-technical base will be transferred to the Academy. Also, the Academy is a specialized higher education and scientific-research institution that is part of the organizational structure of the General Prosecutor's Office, has the status of a legal entity.
As noted in the decree, in-depth targeted basic training of specialists in the field of crime investigation and training, retraining and upgrading of personnel in other areas of investigation and law enforcement activities is one of the main directions of the Academy's activity.
A system of training and retraining of employees of state bodies and other organizations will be established on the basis of special training programs in the fields of combating corruption and money laundering.
Interactive teaching methods aimed at developing skills of independent work in criminal cases are applied to the educational process based on the effective determination of the methodology and tactics of crime investigation.
In the Academy, based on modern forms of teaching, pedagogical and information technologies, an educational process aimed at ensuring the inextricable connection between theoretical training and law enforcement practice, including in the form of distance education, is organized.
An integrated system of training, retraining and professional development aimed at forming and strengthening knowledge and skills, including systematic analysis and critical thinking, high feelings of justice and responsibility for ensuring legality, will be created among the employees of prosecutor's offices.
Training of highly qualified scientific-pedagogical personnel, comprehensive scientific research on the most urgent issues of law enforcement activities is carried out on a systematic basis, including with the involvement of national and international grants.
Based on the study of the causes and conditions of the commission of crimes, including pre-investigation investigation documents and criminal cases, analysis and diagnosis of their specific types, as well as crime prevention and crime fighting activities are provided methodically and consultatively.
Continuous international cooperation is carried out in the field of jurisprudence, conducting joint scientific research and sharing advanced pedagogical experience. For this, qualified specialists from leading educational and research institutions of foreign countries are involved in the educational process.
