On 21st of December, 2022, the Mejlis of Turkmenistan in accordance with the Law of Turkmenistan “On the procedure for solution of issues of administration and territorial structure of Turkmenistan”, adopted the resolution to name the new center “Arkadag city of Ahal region “, taking into consideration requests of residents of the region and other regions of the country as well as proposals of pubic organizations.
The city of Arkadag is the name of the new administrative center of the Ahal region of Turkmenistan. The construction of the city began with selecting a construction site. Many factors were taken into account when choosing a construction site, such as natural, climatic, seismic, the availability of engineering infrastructure and other factors. The new city of Arkadag, which is the administrative center of Ahal region, is located in a picturesque place at the foothills of the Kopetdag mountain range, surrounded by gardens and forest plantations, which favorably affects the ecological and climatic situation of the city.
The city of Arkadag occupies a total area of 1002 hectares and is designed for 64 thousand inhabitants. The number of residential buildings in the city will be 368, the number of families (farms) – 11652.
The construction is being carried out in two stages. The first stage includes 336 objects, including the buildings of the city administration and public organizations, the flagpole, the Ahal monument, the Ahal equestrian circus, the Research and Production Center for Horse Breeding, the “Ruhyet” Palace, the library, “Bagt köşgi” (wedding palace), a drama theater, a museum, buildings of velayat enterprises and law enforcement agencies, branches of banking institutions and other important facilities.
The construction of a children's health and rehabilitation center, a health center, an oncological center, a maternal and child health center, a multidisciplinary hospital, an ambulance center, an international higher educational institution for horse breeding, 4 general education schools, 4 secondary vocational schools, 10 kindergartens, a multidisciplinary sports complex, a sports center and a stadium.
The urban space of Arkadag city will function on the basis of the "smart city" concept. The territory of the city will be covered by high-speed Internet; portals of various spheres will be available. In order to ensure the uninterrupted operation of the digital system, external communications, a total of 106.5 kilometers of fiber-optic communication lines were laid.
IT solutions will also be introduced in all educational institutions of the city, including an e-school system, an electronic library, and an online exam system. In addition, internal networks with a total length of 259 kilometers will be laid, a technology will be installed, with the introduction of which an optical fiber network will be connected to every home and institution, which will allow simultaneous use of high-speed Internet, IP TV and a telephone system. In addition, in order to provide high-quality cellular services, a high-speed Internet system put into operation.
In addition, an intelligent 24-hour video surveillance system will be installed to ensure security around residential buildings, institutions, on streets and roads, as well as accounting for the consumption of drinking water and natural gas. “Smart” will be even tanks for waste disposal. Special sensors will be installed on their lids, notifying about the degree of fullness of the tanks. A Wi-Fi zone will be created in the central park, and an electronic document management system will be introduced in institutions and enterprises. A portal of the regional center will open on the website of public services e.gov.tm, which will allow you to use online services.
One of the aspects that we pay attention to when talking about ecology in the city of Arkadag, Ahal region, is road and communal infrastructure.
--Video surveillance systems designed for visual control and automatic image analysis will have the ability to work out scenarios for emergency assistance (automatic recognition of faces, license plates, emergencies, etc.).
--One of the components of the ITS is the Smart Traffic Light system. This system is being introduced for the first time in Turkmenistan. The system will allow drivers to reduce travel time and avoid traffic jams. It allows to reduce the amount of harmful substances emitted into the atmosphere.
--Intelligent Transportation System (ITS) is a control system that implements innovative developments for managing traffic flows. Due to the usage of such systems, we get the so-called "smart roads".
The administration of the Arkadag city plans to switch to electric cars and electric buses for the public transportation. Even a partial transition to the electric transport along with the use of the Smart Traffic Light system will positively affect and improve the environmental situation of the city. Electric buses are the vehicles of the future, which help to minimize harmful emissions into the environment. Along with this, it is planned to build a modern auto complex and electric charging stations.
For active recreation of the city residents, it is planned to create a health park, which will include areas for active rest and holding events, running and cycling paths, garden houses for relaxation as well as board games. There will also be bike paths with a total length of more than 14 km in park areas of the city.
While illuminating roads, LED lamps will be used to save energy.
A general control system is being installed in each apartment, with the help of which each resident can control the condition of his/her apartment for comfortable living of the population, as well as ensuring minimal damage and safety in new residential buildings in the city of Arkadag, Ahal region.
The apartments will have the following systems installed:
1.Sensors for the Automatic System for Control and Management of Energy Resources;
2.Methane leakage sensors;
3.Water leakage sensors;
4.Valves shutting off gas and water;
The Smart Home software will allow you to monitor energy consumption and receive notification of an accident.
The Smart Home system allows a resident to remotely control the state of his apartment, thereby minimizing damage to himself and his neighbors.
More than 1000 units of elevators for various purposes are installed in many buildings of the city of Arkadag. To ensure high-quality and high-tech maintenance of elevators, a dispatching centralized system for monitoring the operation of elevators will be created.
Technical data from each elevator will be transmitted to the server room. The wear of the units will be taken into account and timely preventive and scheduled repair work will be carried out according to these data.
Intercom systems will be installed in the elevators, through which the user can contact the dispatcher and report problems or call for help. If necessary, the dispatcher will be able to maintain a conversation with the passenger until the arrival of the appropriate service. Security will be ensured by installed cameras in the elevators and technical rooms. Elevators are also equipped with sound buttons with Braille alphabet for disabled people.
A drainage system is also installed in the city to lower the groundwater level, which is also collected and fed into the settling tanks. All the collected water is stored and prepared for reuse, in particular for watering the green spaces of the city under construction in the settling tanks. Thus, ensuring the saving of water resources (since water intake from the Karakum River is decreasing), the lack of which is a problem throughout the world.
An electronic document management system will be created at all enterprises and organizations in the city of Arkadag. They will be united using an interdepartmental electronic document management system.
During a recent working trip to the city of Arkadag, Chairman of the Halk Maslakhaty of Turkmenistan H.E Gurbanguly Berdimuhamedov noted the expediency of laying the foundation of the Main Mosque with the participation of elders respected by the people in the new modern administrative center of Ahal region. The foundation laying ceremony of the future mosque took place on January 20, 2023.
